Plastic in the water

Here's a photo I received from the Canyon Runner group showing a Mako with a plastic ring around it's head.
Definitely too much garbage out there!

Notice the leader......... looks like it's twisted mono. On purpose I wonder? I have never seen that before.

I was wondering about that also. It's not clear enough for me to tell but I'm guessing that it's a short section of linked cable that they're using with wind-on leaders.
