Confused -- I know the freshwater one always expires 9/30 - but my Marine Registry is for the calendar year. Did something change or am I missing something here?

I believe that you're right!
Looking at my license I see that the top portion states:
VALID 10/01/2012 - 09/30/2013

but the detail line reads:
MarineReg 2013 01/01-12/31

NYS could screw up a wet dream! Damn computers...

Just got off the marine reg hot line it states license Valid to 12/31/2013. It goes by the date under licence privilege, which should say Marine Reg 2013 01/01-12/31
